The Governing Body of the City of Larned, Kansas, has determined by inspection, observation,
and study that the operation of motor vehicles, motorcycles, and coasters without
regulation on private or public property where large numbers of such vehicles and
pedestrians are customarily present from time to time, presents a danger to public
health, safety, and welfare and regulation thereof should be enacted for the protection
of the health, safety, and welfare of the public.
